Biography
Jae Hyeon Han is an associate at Yoon & Yang LLC and his main practice areas include data protection, TMT and AI.
After obtaining his B.B.A. at Korea University and J.D. at Sungkyunkwan University School of Law, he was admitted to the bar and worked as a research fellow in the General Investigation Division of the Personal Information Protection Commission. In particular, as one of the founding members of the Litigation Team established to ensure close coordination between investigations, enforcement, and litigation, he handled case reviews, advisory matters, and litigation concerning challenges to corrective orders, administrative fines, and other enforcement measures, serving as an attorney dedicated to matters handled by the General Investigation Division and Investigation Division 2. During his tenure, he also obtained a master’s degree with a thesis on the discretionary authority to impose administrative fines, further developing his in-depth understanding of administrative sanctions.

- Advised on the enactment and revision of statutes, notifications, and guidelines related to investigation and disposition under the Personal Information Protection Act
- Participated in the task force for intensive investigation into large-scale personal information leaks by domestic telecommunications companies
- Represented large domestic and foreign corporations, public institutions, universities, and other personal information processors in litigation challenging dispositions issued against them
- Provided training to Personal Information Protection Commission investigators on court ruling trends in personal information leak cases and investigation and disposition strategies
- Delivered policy briefings on personal information and lectured on cases involving violations of security measure obligations to local governments
- Lectured on "Understanding Personal Information Protection" at the Gangwon State Public Officials Training Institute
